Commerce Department Adds Five Chinese Entities to the Entity List for Participating in China’s Campaign of Forced Labor Against Muslims in Xinjiang



June 24, 2021, WASHINGTON – The Department of Commerce's Bureau of Industry and Security (BIS) added five Chinese entities to the Entity List for accepting or utilizing forced labor in the implementation of the People’s Republic of China’s campaign of repression against Muslim minority groups in the Xinjiang Uyghur Autonomous Region (XUAR).


This action targets these entities’ ability to access commodities, software, and technology subject to the Export Administration Regulations (EAR), and is part of a U.S. Government-wide effort to take strong action against China’s ongoing campaign of repression against Muslim minority groups in the XUAR.


The entities to be added to the Entity List in connection with participating in the practice of, accepting, or utilizing forced labor involving Uyghurs and other Muslim minority groups in the XUAR are:

Hoshine Silicon Industry (Shanshan) Co., Ltd.

Xinjiang Daqo New Energy Co., Ltd.

Xinjiang East Hope Nonferrous Metals Co., Ltd.

Xinjiang GCL New Energy Material Technology Co., Ltd.

Xinjiang Production and Construction Corps (XPCC)


This Entity List rule supplements other Entity List designations in October 2019, June 2020, and July 2020. Including the rule announced today, these actions have added 53 parties specifically implicated in human rights abuses of ethnic minorities from Xinjiang, and 15 of these which were implicated in human rights abuses related to forced labor of ethnic minorities from Xinjiang.


“As we made clear during this month’s G7 summit, the United States is committed to employing all of its tools, including export controls, to ensure that global supply chains are free from the use of forced labor and technology is not misused to abuse human rights,” said Secretary of Commerce Gina Raimondo.


“The Commerce Department will continue to take firm, decisive action to hold China and other perpetrators of human rights abuses accountable.”


The Entity List is a tool utilized by BIS to restrict the export, reexport, and transfer (in-country) of items subject to the EAR to persons (individuals, organizations, companies) reasonably believed to be involved, or to pose a significant risk of becoming involved, in activities contrary to the national security or foreign policy interests of the United States. Additional license requirements apply to exports, re-exports, and transfers (in-country) of items subject to the EAR to listed entities, and the availability of most license exceptions is limited.

A new poll from The Associated Press-NORC Center for Public Affairs Research recently found a majority of Americans believe discrimination has worsened in the last year against Asian Americans. The report found 60% of Americans say discrimination against Asian Americans have increased, including 71% of Asian Americans, 66% of Black Americans, 59% of white Americans and 55% of Hispanic Americans.



We know the anti-Asian racism and attacks are nothing new to our communities, but now the majority of Americans are beginning to understand the seriousness of these issues. According to StopAAPIHate, there have been at least 6,603 hate incidents from March 19, 2020 to March 31, 2021. These include verbal harassment, shunning, physical assault, civil rights violations, and online harassment.



These incidents occur in public streets and parks and businesses alike, and disproportionately occur against women. While progress is being made in response to the rise in anti-Asian racism and attacks, such as the recent passage of the COVID-19 Hate Crimes Act, there is more work to do.



We must continue advocating for more funds be allocated towards language-inclusive programs and outreach that support AAPI communities, incorporating of AAPI history into school curriculums, and fighting against anti-voter bills that will suppress AAPI voters’ freedom to vote.​

AAPI Victory Fund Congratulates Yang on a Campaign Well-Run After Concession Announcement, Rebukes Media for Perpetuating “Foreigner” Trope



WASHINGTON — Today, AAPI Victory Fund released a statement congratulating New York City mayoral candidate Andrew Yang on his well-fought campaign and rebuking mainstream media for positioning candidate Yang as a token “foreigner.”


While the AAPI community is no stranger to the perpetration of hate crimes against them, the media’s portrayal of Yang as a “foreigner” only increases the invisibility AAPI’s face and perpetuates the notion that AAPI’s will never truly be “home” in the places that we live. AAPI Victory Fund President Varun Nikore issued the following statement:


“When AAPI Victory Alliance announced our endorsement for New York City mayoral candidate Andrew Yang, we were thrilled to support a candidate that could help New Yorkers build an inclusive, equitable society where everybody believes they can do anything if they set their minds to it.”


“Candidate Yang ran a well fought campaign, and we offer him the sincerest congratulations. Although his race didn’t amount to a victory, Yang gave the AAPI community a platform on which to elevate pervasive issues that remain increasingly relevant in the minds and hearts of AAPI people across the country.”


“But, in addition to renewed hope, Yang’s campaign also shed light on the insidious ways in which mainstream media feeds the misinformation, hatred and, ultimately violence our community experiences. As legislators work to restore trust and end the hate crimes perpetrated against the AAPI community, the media must fall in line and stop portraying AAPI’s as foreigners in the places we live. Racist cartoons, discriminatory reporting and failing to explicitly report on the connection between violent crime and racism is an egregious failing on the part of the media."


“Andrew Yang is a New Yorker. He was raised in New York, educated at American schools, he raised his two boys here and built his companies here. To assert anything different is offensive, harmful and outright dangerous.
